Dorval Island is an administrative oddity. This twon located on Lake Saint-Louis had only two residents in 1996 and none in 2001! But since Quebec electoral law allows landowners to vote at the municipal level, Dorval Island boasted some 50 electors in 2004.
Dorval Island is the smallest municipality in Canada in terms of area and population. It briefly merged with Montreal in 2002 before regaining its independent town status in 2006. Dorval Island is linked to Dorval by a ferry that serves the dozens of cottages found on the island.
